Critical Incident Management Program

Preparing National Sporting Organisations (NSOs) with systems, processes and tools needed to plan for and respond to a critical incident.

The Australian Sports Commission, in conjunction with the Australian Federal Police (AFP) and Department of Foreign Affairs (DFAT) has developed a Critical Incident Management (CIM) Program to support the Australian sport system in the management of critical incidents. The Program includes the provision of customisable planning documentation and interactive educational workshops tailored to each organisation.

Critical Incident Management Documentation

  • Critical Incident Management Plan (CIM Plan):
    • The Critical Incident Management Plan (Plan) has been developed to assist NSOs in the execution of a timely and coordinated response to a critical incident. It outlines the systems, processes and responsibilities that guide NSOs planning for and response to a critical incident, including how to activate a critical incident response
  • Critical Incident Management Communications Plan:
    • The Critical Incident Management Communications Plan will assist in guiding the NSOs communications response to a critical incident. The Critical Incident Communications Plan provides the NSOs communications operative(s) with practical templates, checklists and tools to manage internal and external communication strategies during a critical incident.
  • ASC and AFP Pre Planning Security Checklist:
    • Developed by the AFP, the Checklist assists NSOs prepare and plan for overseas travel to for major events or tours and is designed for Team Managers to action prior to the intended travel.

Critical Incident Management Workshops

The focus of the CIM workshops is on up-skilling members of the Critical Incident Management Team- that is, those charged with implementing the 'corporate' response to a critical incident- and not on emergency or first responders.

Structure & Delivery

The CIM program consist of three distinct components:

  1. ASC CIM Communications Workshop:
    • Runs for approximately three hours and is delivered online. This CIM Communications Workshop will provide you with effective training and preparedness to manage your NSO’s internal, external and media response to a critical incident impacting your NSO.
  2. ASC CIM Familiarisation Training:
    • Runs for approximately two hours and examines the basics of critical incident management, specifically focusing on understanding how to operationalise the ASC CIM Plan.
  3. Simulated CIM Exercise:
    • This exercise will allow participants to apply the learnings from the training and bring to life the ASC CIM Management Plan in the controlled environment of a simulated critical incident. The exercise lasts approximately two hours and will be followed by a review and debrief, where participants explore what worked well and what didn’t work so well, with a view to developing a rectification and improvement plan. The scenarios used in the simulations are devised in conjunction with the NSO, with significant input from a dedicated subject matter expert and are designed to stretch members of the CIMT and get them out of their comfort zone.

Rapid Response Communication Critical Incident Support

The ASC provides support to NSOs who require immediate critical incident communication support. The support services available include assistance developing strategic communication strategies, holding statements, media releases or a sounding board to discuss next steps.

Online e-Learning: First Responder Course

The Emergency Response Training Course provides NSO staff of all experience levels the foundational skills and knowledge to better understand an effective and safe response and procedural process to an emergency and how to successfully manage and monitor a critical incident. This course is available to anyone within your organisation.
